Missouri Health Exchange

Missouri was off to a shaky start while several consumers are already complaining about the lack of information on the federally-facilitated exchange. The state was up in arms a bit about whether to go with a federally-facilitated or state-based exchange. Governor Jay Nixon stated that they would default to the federally-facilitated exchange; Gov. Nixon specifically forbids state and local government in assisting with the federal exchange.

According to the associated press, the Nonprofit Missouri Foundation for Health's policy analyst stated: “These exchanges live and die on customer service, if too many people show up and see this is a pain, they are going to say forget about it.”

When the website opened it took some consumers over eight hours of waiting before they were even able to create an account. There are more than 800,000 plus uninsured consumers in Missouri who were looking forward to finding out about the exchange with the possibility of obtaining affordable health insurances. Many consumers are also reporting that they haven't heard anything on the marketplace exchange for Missouri at all. The state is also refusing to expand Medicaid program eligibility, and they are not assisting with promotion of the exchange.

Additional Requirements of the Exchange

  • Presentation of Benefits. The presentation of benefits allows consumers clear understanding of the plans and policies on the exchange. It provides information in a standard form allowing consumer to better digest the information.
  • Toll Free Line. The toll free line will allow consumers to ask questions about the plans and any other website questions they may require.
  • Navigator Programs. The navigator program has licensed counselors that help consumers the ability to see the programs, compare programs, and price and purchase programs they are eligible for on the spot.
