Mississippi Health Insurance Exchange

The Mississippi Health Insurance Exchange has had several problems over the last few years. In 2011 Commissioner elect Mike Chaney announced that they would have a state-based exchange and implemented several steps to get there. However the deposing voice came from the Governor Phil Bryant who didn't feel that the state should oversee the new marketplace.


After letters from both sides were sent to the US Department of Health and Human Services or (HHS). In December the Governor stated that he was the only one with authority to make the decision. Thereby rejecting the commissioners plans for state-based exchange. So the HHS rejected the plan in February 2013 due to lack of state support for the state-based exchange.

Now the federally-facilitated exchange is suffering, not just from glitches of the federal site, but also because it lacks promotion within the state of Mississippi. Where or not the state will actually benefit from the federally-facilitated exchange is up to the consumers of Mississippi.

Several Requirements of the Exchange

  • Navigator Program. The navigator program must be in place to provide licensed account counselors to assist consumers with reviewing plans, comparing plans, and purchasing plans online on the spot. Though this plan is in place there are several consumers that are disappointed with the current running of the site including licensed Navigators and assistants.
  • Online Calculators. The online calculators are there for those who are interested in prices and costs of plans. Tax credits they may be eligible for subsidies.
  • Network Databases. The network databases are there to help locate other federally run programs for which consumers may be eligible. Several consumers have been found to be eligible for Medicaid or Medicare programs for which they were not aware.
